You should not be signing these — the trade should. Refusing makes no difference; ask the trade to issue the certificate instead.

Refusing to sign until certificates are produced is reasonable. Put your reasons in writing and keep a copy.

If pressure escalates

Independent advice is cheaper than a regrettable signature. Get a second opinion on what the document actually does before you sign.
