A project manager coordinates trades, programme and budget. Building Control issues statutory inspections. They have different reporting lines, different priorities, and different success criteria.

Project managers are paid by the project. Building Control work to the Regulations. Neither is your independent advisor — they each have a role, but it is not to translate the project for you.
